RAI Is a Product Problem, Not Just a Policy Problem

What does it mean to take Responsible AI seriously beyond drafting policies or publishing ethical principles?
According to a recent McKinsey study, most organizations plan to invest more than one million dollars in Responsible AI over the next year. Larger companies are allocating even greater budgets. These investments include hiring dedicated teams, building internal tools, and seeking external legal and technical support. The study also found that companies with more mature Responsible AI practices are the ones investing the most, suggesting that commitment grows with experience.
Despite this growing attention, many organizations still treat Responsible AI as a governance or compliance matter. In practice, the real impact of AI systems is shaped not only by what is written in policy but also by what is built into the product.
This article discusses that Responsible AI must be understood as a product responsibility. It lives or fails in design decisions, user experience, data handling, and testing. To build truly responsible AI, we must embed responsibility directly into the way AI products are created and used.
Why RAI Is a Product Concern
Policies play an important role in setting the direction for how organizations use artificial intelligence. They define boundaries, state intentions, and provide oversight frameworks. However, they do not control how an AI system behaves once it is released into the hands of users. That responsibility lies with the product itself.
The majority of AI-related risks and harms emerge during design, development, and deployment. These issues often come from poor default settings, unclear user interfaces, and model outputs that reflect or reinforce bias. Even when policies are well written, they cannot predict or prevent the real-world consequences of flawed product choices.
A recent report from Stanford’s Center for Research on Foundation Models found that only 10% of leading AI companies publicly disclosed meaningful details about how they evaluate risks in the user-facing design of their tools. This gap shows that Responsible AI is still treated as an external or legal function, rather than as a core part of product development.
Case 1: OpenAI’s Sora and Embedded Bias
OpenAI’s Sora is an advanced video generation tool that can create short video clips from text prompts. While it represents a major step forward in generative AI capabilities, early demonstrations have revealed significant issues related to embedded social bias.
Independent reviews of Sora’s outputs showed consistent patterns in how the model represents people and roles. Men were more frequently depicted as executives, pilots, and professionals. Women were more often shown in caregiving or domestic roles.
The generated videos rarely featured people with visible disabilities, and almost all characters fit narrow body type standards. These outcomes reflect underlying limitations in the data and prompt structures used during model development.
OpenAI has acknowledged some of these risks in its policy documents and public statements. However, the product was still released with visible bias patterns that affect the realism and inclusivity of its outputs. This is not a failure of policy enforcement but a failure of product design.
Case 2: AI Health Chatbots Misleading Users
Several AI health chatbots have demonstrated strong performance on formal medical benchmarks, often scoring at or near expert levels in controlled testing environments. However, when used by non-expert individuals seeking personal health advice, these tools have produced inaccurate or even harmful responses.
A recent investigation by the Financial Times found that users often misunderstood or misapplied chatbot-generated guidance. In some cases, the tools provided vague or misleading information when prompted with everyday language, leading to potential safety risks. These failures did not arise from poor model accuracy but from a disconnect between how the models were tested and how they were used in real scenarios.
This case shows that Responsible AI in healthcare must go beyond clinical performance scores. It requires careful attention to user interface clarity, realistic prompt handling, and design strategies that account for edge cases and user misinterpretation. RAI must anticipate how tools will be used, not just how they perform in ideal conditions.
What Product Teams Should Actually Do
Building Responsible AI requires more than oversight from legal or compliance teams. The responsibility must be embedded directly into the way products are planned, designed, and released. Below are key practices that product teams can adopt to operationalize Responsible AI throughout the development process:
RAI in Design Reviews: Include structured checks for fairness, safety, and bias in all design review stages, especially when finalizing user interactions and outputs.
RAI in Sprint Planning and Testing: Prioritize Responsible AI tasks in sprint cycles and evaluate models under real-world conditions, including stress cases and edge inputs.
Participatory Design with Diverse Users: Engage users from varied backgrounds to test accessibility, inclusivity, and usability across different contexts and needs.
Cross-functional Collaboration: Build teams that include engineering, product management, UX, and ethics to ensure multiple perspectives are represented in key decisions.
Embed RAI in Tooling and Workflow: Use frameworks, templates, and checklists that incorporate ethical criteria directly into the product development workflow.

Responsible AI cannot succeed if it remains limited to policy documents or compliance frameworks. While guidelines and regulations are important, they do not determine how users experience an AI system. That responsibility lies within the product itself.
People do not engage with governance structures. They engage with buttons, prompts, outputs, and recommendations. If these interactions are biased, misleading, or unsafe, then no amount of ethical documentation can undo the harm. Responsibility must be reflected in the product’s logic, its interface, and its behaviour under pressure.
As the computer scientist Alan Kay once said, “Simple things should be simple. Complex things should be possible.” Responsible AI should be both. It should be built into the core of how products are imagined, designed, and deployed.
