How many organizations translate AI regulations into actual product features? 

Recent research shows that only 47% of companies have adopted an AI risk management framework. Even more striking, 70% have not implemented ongoing monitoring and control mechanisms to manage AI risks.

The National Institute of Standards and Technology (NIST) created the AI Risk Management Framework to help organizations identify, assess, and manage AI risks. It offers a clear structure for aligning product work with responsible AI goals.

Product teams must take this framework out of policy documents and into product planning, testing, and release cycles. The real value of the NIST AI RMF appears when it shapes decisions in code, design, and deployment. This article explains how to make that shift from theory to practical and measurable product responsibility.


Overview of NIST AI RMF

The National Institute of Standards and Technology released the final version of the AI Risk Management Framework in January 2023. It later added a Generative AI profile in July 2024 to address new challenges from large scale content creation tools. The framework provides a structured approach for building and managing AI systems that are safe, secure, and trustworthy.

It organizes AI risk management into four core functions. 

  • Govern ensures that leadership, accountability, and policies support responsible AI decisions. 

  • Map identifies the context, intended use cases, and potential risks of an AI system. 

  • Measure evaluates system performance, security, fairness, and other key metrics under realistic conditions. 

  • Manage applies the results of those measurements to make improvements, address risks, and maintain ongoing oversight.

The NIST AI RMF is flexible and works for organizations of any size and across sectors. It is not a one-time checklist but a continuous process that aligns with the product lifecycle. By embedding these four functions into daily workflows, product teams can turn regulatory guidance into clear actions that improve both safety and product quality.


Real-World Use Cases

The NIST AI RMF is not only a theoretical framework. Several organizations have shown how to apply it in active product environments. These examples illustrate how product teams can adapt the framework to different contexts and goals.


Workday

Workday incorporated the NIST AI RMF across product governance, risk analysis, and review workflows. Their process began with mapping the framework to existing control processes, engaging teams from product, privacy, and engineering. They completed this mapping within the first quarter after the framework’s January 2023 release. 

External audits by Coalfire and Schellman validated their alignment with both NIST AI RMF and ISO 42001 standards, confirming effectiveness in fairness testing, privacy safeguards, and AI security controls. As a result, Workday gained formal attestation, reinforcing both product trust and regulatory positioning.


Mid-Sized Firm via Net Solutions

A mid-sized enterprise deployed the NIST AI RMF for an AI sales assistant in six weeks. The team formed a governance committee that included the CTO, compliance lead, and client managers. They defined use case boundaries and review cycles. They automated control mapping using a real-time dashboard and held biweekly audits. 

They trained 25 project stakeholders on AI ethics, bias, and privacy. As a result, they achieved real-time visibility into risk status and control gaps, enabling faster decision-making and reducing risk response time by nearly 50%.


Surveillance Technology Case Study

Researchers applied the NIST AI RMF to a facial recognition system using a structured six-step risk cycle. Their method involved identifying misuse scenarios, assessing bias, evaluating performance, testing in deployment conditions, applying mitigation strategies, and repeating assessments. 

The study directly addressed documented racial biases in facial recognition, where error rates for matching Black or Asian faces were between ten and one hundred times higher than for white faces. The framework helped the company reduce high-risk recognition events and guide engineering teams on improving algorithm fairness and oversight.


Implementation Insights and Challenges

Applying the NIST AI RMF often exposes structural and operational barriers. One challenge is fragmented ownership, where responsibility for AI risk is split between compliance, product, and engineering teams without a clear decision path. Another is the absence of controlled test environments, which makes it difficult to simulate real-world risk scenarios before deployment. Governance processes can also lag behind rapid development cycles.

Independent audits have shown that the framework, while robust, does not address over 69% of high-risk security issues in some implementations. In addition, many organizations adopt only select elements of the RMF, using it as a compliance signal rather than a full practice. A structured maturity model can help teams close these gaps by aligning governance, testing, and monitoring across the entire product lifecycle.


Checklist: Bringing NIST RMF into Product Workflows

Product teams can integrate the NIST AI RMF into their daily operations by following these focused actions:

  • Define Risk Ownership: Assign clear AI risk owners and establish approval workflows under the Govern function.

  • Map Use Cases and Context: Identify intended uses, evaluate contextual risks, and profile vendor capabilities.

  • Measure with Realistic Testing: Test performance, fairness, and security under real-world conditions using synthetic or context-relevant datasets.

  • Manage Through Documentation: Maintain detailed audit logs, record decision outcomes, and escalate high-risk findings.

  • Use Sandbox Environments: Create isolated environments for early experimentation and risk evaluation.

  • Train Cross-Functional Teams: Conduct RMF-focused training for engineering, product, and governance staff, and schedule regular review cycles.

  • Stay Current with Guidance: Monitor and align with updates from the NIST Generative AI profile.


The NIST AI Risk Management Framework offers a strong and adaptable foundation for building safe and trustworthy AI systems. Its value, however, depends on how effectively product teams apply it in real workflows. Policies and governance structures are important, but they cannot substitute for disciplined product execution.


Leaders should ensure that these practices are embedded into development roadmaps, testing pipelines, and release cycles. By doing so, they will not only meet regulatory expectations but also deliver AI systems that are secure, fair, and aligned with user needs from the start.
