Do Companies Care About AI Governance?

Most organizations understand AI needs governance. That part is easy enough. Boards allocate budget, compliance teams draft policies, and frameworks get adopted. But somewhere between the policy document and the actual work, governance becomes theater. The structures, the language, all seem correct. But nothing changes in practice.
According to recent data, 60% of AI projects will miss their value targets by 2027, and that gap isn't due to technology. It's governance being broken at the point where it matters most, which is implementation. MIT researchers studying generative AI pilots found a 95% failure rate, but again, the culprit wasn't model quality (Timspark, 2025). It is the "learning gap," where organizations are building governance frameworks that look good on paper but cannot adapt when real workflows collide with policy.
The problem starts with how enterprises think about governance. They see it as a compliance function. You draft policies, assign roles, maybe implement a new tool, and tick the box. But governance isn't a product you deploy. It's a continuous practice embedded in how decisions get made, and that requires something harder, which is sustained organizational change.
The first break in execution happens at the ownership line. Most governance frameworks create committees and councils that sit above the actual work. A centralized AI ethics board reviews projects quarterly. A data governance committee meets monthly. Meanwhile, the team building the recommendation system on a Tuesday morning has a deadline Thursday and doesn't wait for the next meeting. This is simply pragmatism under pressure. Centralized governance doesn't move as fast as the work it's supposed to govern (MIT Sloan Management Review, 2025).
The second break is cultural. Governance requires people to think differently. They need to ask questions they didn't ask before, slow down sometimes, explain choices they've always made invisibly. But organizations don't reward this. They reward shipping. A data engineer who flags a bias risk in a model delays launch by two weeks and gets flagged as a bottleneck. The system selects for people who work around governance, not within it. Over time, your governance framework attracts the wrong behavior and repels the thinking you actually need.
The third break is structural. Most organizations treat data governance and AI governance as separate efforts, often living in different departments. Data teams own data pipelines and quality standards. AI teams own model development and deployment. Compliance owns policy. When a problem emerges, for example, a model trained on biased historical data produces systematically unfair decisions, in that case, no single team owns the full chain. Each team points upstream or downstream. The problem will be escalated, debated, and eventually worked around.
Organizations that fail to deliver AI value typically suffer from fragmented, reactive governance structures that don't align with business objectives. They're reactive because they respond to failures after they happen. They're fragmented because different teams operate under different rules. And they're misaligned because the people writing governance policy often don't know what the actual constraints are in practice.
The organizations that successfully navigate AI governance do something different. They embed governance into the daily work, not above it. This sounds abstract, but the practice is concrete. They embed ownership at the team level, not the committee level. Instead of quarterly reviews from a central board, each team has a designated person, often someone already in the role, who owns the governance questions for their work. This person has authority to make calls, escalation paths when needed, and accountability for outcomes.
Working governance also gets measurable and visible. Governance only sticks when teams can see how their compliance efforts connect to outcomes. If you audit your recommendation algorithm quarterly but never report accuracy gaps across demographic groups, the audit becomes obsolete. But if you track fairness metrics in the same dashboard your stakeholders see daily, governance becomes infrastructure. Teams shape their work around metrics they can see.
They also separate high-risk decisions from low-risk ones. Most governance frameworks treat all AI decisions the same. But a recommendation algorithm, a customer service chatbot, and a hiring filter don't need the same level of scrutiny. High-risk AI, systems that affect access to credit, employment, benefits, need human sign-off, documented reasoning, and regular audits. Lower-risk work can move faster with lighter controls.
The best approach builds governance from data, not from prediction. Many organizations start with policies they think they need, then struggle to enforce them. A better approach is to audit what you're actually doing. Keep a track of what data, what models, what decisions, then write policies that match reality. This grounds governance in facts. When your team sees their actual data lineage mapped and vulnerabilities flagged with evidence, resistance drops. Governance stops feeling like a lecture and starts feeling like a mirror.
