AI’s Trust Problem: Why Capability Is No Longer Enough

For a while, the dominant story around AI was speed. Which model was faster, which tool was sharper, which company shipped first, which product looked most magical in a demo. That story has not disappeared, but it is no longer enough. As AI systems move from novelty into work, education, public services, and everyday decision-making, trust is starting to matter more than spectacle.
That shift is not abstract. Pew’s 2025 research found that 51% of U.S. adults say they feel more concerned than excited about the increased use of AI in daily life, while only 15% of surveyed AI experts say the same. The same report found that 55% of the public and 57% of AI experts want more control over how AI is used in their lives, which is a useful reminder that even the people closest to the technology do not think trust can simply be assumed (Pew Research Center, 2025).
The old software logic was that if a product is useful, people will eventually adopt it. AI is exposing the limits of that assumption. People are not only asking whether a system works, but whether it works reliably, whether it can be explained, whether it handles their data responsibly, whether it can be challenged, and who is accountable when it gets something wrong.
That is also why the language around AI governance has started to sound much more like the language of product quality. NIST’s AI Risk Management Framework is explicitly built around “trustworthiness considerations” and describes trustworthy AI in terms such as validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. In other words, trust is not some soft, decorative value sitting outside the system, but is a design requirement that runs through the system from the start (NIST, 2023).
And the market is already behaving as if that is true. McKinsey’s 2024 State of AI research found that inaccuracy is the most recognized and experienced risk of generative AI use, and that 44% of respondents say their organizations have experienced at least one negative consequence from using gen AI. It also found that inaccuracy is the only risk respondents were significantly more likely than the previous year to say their organizations were actively working to mitigate, with cybersecurity and explainability also ranking among the most commonly reported risks (McKinsey & Company, 2024).
AI is not just another layer of software automation. It is now increasingly being positioned as a system that advises, summarizes, predicts, recommends, drafts, evaluates, and sometimes acts. The more responsibility we hand over to these systems, the less tolerance there is for opacity, unreliability, and plausible-sounding error. A flashy model can win attention. A trusted system is what wins repeated use.
It is also becoming harder for companies to hide behind the idea that adoption itself proves legitimacy. Pew found that 59% of the public and 55% of surveyed AI experts have little or no confidence in U.S. companies to develop and use AI responsibly. That should be read as more than a reputational problem. It is a structural warning and if people do not believe the institutions building AI are serious about responsibility, then every output from those systems arrives with an extra burden of doubt attached to it (Pew Research Center, 2025).
Trust, then, is becoming the most important feature in AI because AI is now competing on judgment, not just convenience. When a tool starts shaping what people believe, what workers produce, what students learn, what patients understand, or what officials decide, trust stops being a branding exercise and becomes the condition for legitimate use. The strongest AI systems of the next few years may not be the ones that look the smartest in a benchmark or the smoothest in a demo. They may be the ones that know how to be clear about limits, legible about process, and accountable when things go wrong.
In the first phase of the AI boom, capability was enough to command attention. In the next phase, capability without trust will look less like innovation and more like risk.
